Sheff Wed Deals with a 'Significant Problem', States New Football Authority

'We are going to be a part of football's future' - newly appointed regulator the regulator's chair

The Championship club's persistent issues constitute a "significant problem" and the independent regulator is seeking powers to look into club affairs in similar circumstances, the recently named head the official has announced.

Through a comprehensive talk, the chairman, who was recently selected, expressed "sympathy" towards Wednesday's fanbase.

Kogan met with four supporters' associations connected to the South Yorkshire club this week.

The Championship side have been facing challenges both on and off the pitch in 2025, with the club missing wage payments on five separate occasions, including in last month.

"Obviously the club has become a serious issue for football authorities and a significant problem for football," the regulator explained.

"Wednesday stands as one of the great brands for English football and recently we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will allow us to have Sheffield Wednesday - and other clubs submitted for our review if they warrant scrutiny and dealt with."

Monetary Issues and Ownership Situation

Wednesday's embattled owner the current owner suggested earlier this year he would be open to selling the club at Hillsborough, but he has not been able to secure a deal with interested parties.

Delayed salary payments on time in spring months caused limitations by the English Football League (EFL) in summer, preventing the club from carrying out any recruitment activities for the subsequent signing windows, although those limitations were removed in the end of the transfer window.

Authority's Position

Kogan said: "The job [of the regulator] is there for the Owls followers, Bury or any football club where supporters are loyal to a local institution that has represented their community in multiple situations.

"I have absolute sympathy for the club's situation, as I do for all the clubs that over recent decades have faced collapse, or been close to going to the wall, for causes separate from the fans themselves."

Questioned about whether the oversight body could require an owner to sell a club if they are deemed unsuitable, the regulator answered: "When asking whether 'would we intervene in the final instance?', the reply is once we collect the information and comprehend the circumstances, we will."

But the regulator clarified that forcing owners to sell clubs would be treated as a "last resort" and the regulator would prefer to work with them.

"Our least desirable course of action is start getting involved with an specific team, an particular chairman, without being able to work with that proprietor to address the challenges confronting the team and the chairman's encountering," the chairman stated.

"In actuality, when you look back over the history of the game, over the last 20 or 30 years there have been particular chairmen, not many, but particular people who have shown negligence in the manner they have operated their clubs and ultimately decline to assume obligation for the future."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with representatives from 110 clubs to explain the responsibilities of the regulator on Wednesday and stated it constituted a "forward-thinking discussion" with a "significant participation" from the National League to the Premier League.

"This position carries substantial significance, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made could disappear incredibly quickly," the chairman stated.

"Such an outcome is universally undesirable in the terms of English football is a major achievement - we need to continue the progress.

"Substantial financial resources flowing into the game and has come into football for the past two decades, because certainty is lacking it will continue to come into football, which is one of the reasons why I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Premier League Concerns

Top flight officials resisted the establishment of an oversight body because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the chairman responded: "I completely endorse the achievement and development as an commercial operation of the top division.

"Being fully aware of the worry about compromising the division as a high-quality offering of England. But at the same time, if you talk to the Premier League after this week's discussion, they would have had a substantial amount of confidence -and, actually, they have been telling us in private they have a considerable comfort."

Partisan Associations

Kogan is still facing a "thorough examination" by the Commissioner for Public Appointments after he acknowledged providing funds to the political party in 2020.

The official provided financial support for Culture Secretary Lisa Nandy's leadership campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I've been completely open about my previous political affiliation [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," the regulator explained.

"I currently have no participation in any type of partisan engagement."
